Yes.  This has been in the product for some time.  Use the CREATE SCHEMA syntax.  You should read up on it, though, as it may differ from what you are used to in other engines.

grant connect to mmtst identified by password;

grant CREATE ANY OBJECT to mmtst;

setuser mmtst;

CREATE SCHEMA AUTHORIZATION mmtst
  CREATE TABLE department (dept char(3), name1 CHAR(10))
  CREATE TABLE employee (empname CHAR(20), dept char(3))
  --GRANT SELECT ON department TO bob
;
[sybase at localhost tmp]$ iq
1> select * from mmtst.employee
2> go
empname                                                      dept
 ------------------------------------------------------------ ---------

Have you ever wanted to change the owner of a table in IQ?  Just ran across this in the IQ 16 manuals:
                ALTER TABLE tablename ALTER OWNER to new_owner

1> create table DBA.mytbl ( a1 int, a2 int );
2> create hg index hg01  on DBA.mytbl ( a1 );
3> create hg index hg02  on DBA.mytbl ( a2 );

1> insert into DBA.mytbl values (1,1);
(1 row affected)

1> select * from DBA.mytbl;
a1          a2
----------- -----------
           1           1

(1 row affected)
1> alter table DBA.mytbl alter owner to dbo;

1> select * from DBA.mytbl;
Msg 2706, Level 11, State 0:
SQL Anywhere Error -141: Table 'mytbl' not found

1> select * from dbo.mytbl;
a1          a2
----------- -----------
           1           1

(1 row affected)
